how to fix license plate lights

My license plate lights on 92 sc400 are not working. Check fuses and changed bulbs still no working is there away to check the wiring with out taking the bumper off.

The type LED/standard bulbs? The LED bulb flip opposite way/direction plug into the socket and if it still doesn't work/light-up check the fuse box.

Use a meter to determine positive. This goes on the center of the lamp of it is an LED. It's a diode, hence only allows current to travel in one direction only. I used the LED's and they worked fin first time.
