You'll probably need to wait until the title is in your name so you can take that to a Lexus dealership, or possibly one of the online outfits, and show proof of ownership so they can cut the key coded to that VIN. How you're going to do that without being able to drive it places may present a challenge... I hope you got an incredible deal on it, not being able to see and hear it run.
The other possible approach is buying all new lock cylinders and keys from a parts car, and hoping you don't fight the anti-theft system forever.

Show proof that you bought it...paper works like Bill of Sale or Court Order (common from junkyard / shop / / insurance auctions) and driver's license. Usually dealership will cut a key for you with those documents even if title is not in your name. Done it twice. Just hope thought that the door and ignition locks are still original.
