Do you mean you want to upgrade your ECU or get your ECU rebuilt?
Very few remanufactured direct replacement ECUs are still available in Toyota/Lexus inventory and at a very high cost.
If you are having capacitor failure the best thing to do is either remove and send your ECU to Tanin Auto Electronix for reconditioning or buy an identical ECU with the same part number off eBay and do the same with that one (if you cannot afford to have your car inoperable while an ECU is being repaired). It should not be difficult to find the correct one for your car at a reasonable cost.
Check this ECU list. However for the moment there are many more SC300 ECU numbers verified by year than for SC400 ECU's.

If you meant upgrading your ECU to an aftermarket programmable unit for a highly modified engine then you would probably want to look into an AEM V2, ProEFI 128 or other standalone computer. Those can be very pricey however and require extensive tuning. They are only generally used for very modified engines.
