Is this a good deal on a 1995 SC 400?

Great price, make sure you get them to do a vehicle history on it (carfax or whatever) for you and see a good machanic that doesn't work for the dealership. Lexus can give you the maintenance records if you give them the vin.
Enjoy it .

Warranties are generally a good deal only for the dealer. However they do supply some peace of mind if that is important to you. If the car is in good shape, I'd avoid the warranty. It is a Lexus after all!
From a dealer, the price is ok but not spectacular. Has the 60k service been done? What was done? Timing belt and water pump should be fine until at least 90k. I strongly agree with the suggestion to take the car somewhere else and have them take a look.
Good luck!
