Question 1999 SC400 Gauge Cluster and A/C Dimmer issue

Hello, I'm currently having an issue where my Dimmer doesnt work to go all the way down. I've tried 2 dimmer switches, 2 Clusters and am currently on my Original A/C Control.
Attached is a video of my issue where when i switch from 4 - D the lights go off then on again with the Dimmer switch set to OFF.
Is there any reason why this may be happening?
Also i have an issue where zero Illumination lights turn on, Hazard, Radio/AC control Shift Selector light at all. (I Know most of the bulbs work so not sure why it doesn't turn on at all.)

following - i saw them dim to a point, then flicker. is that correct?

yep, they go full dark like the Dimmer is set to then just go back to 30% brightness

Your gear selector lights are probably burned out

Hi, Looks like my car.
I've had similar problems. Speedometer and Tachometer needles dimmed the same way. Turned out that their wasn't enough cycle in the battery. These cars call for
750 CCA. Or you just might have a week battery. Do check all your fuses. One blown fuse can cause all sorts of problems in other areas of the car.

how does the selector lights make the entire cluster flicker like that?

Ill check all fuses, and maybe even change my battery to a friends OEM Lexus version lol.

I don't see why (or how) a blown fuse would explain it. I would inspect for bad wiring, intermittent grounds, etc.

I've run a lightweight lithium battery with barely enough CCA's to turn over the V8, and never seen behavior like that. I doubt the battery is to blame, and it's easy to check that its voltage isn't too low, anyway.

It does not look like your A/C climate control is original for your 1999. It appears to be from a 1995 model which had the orange screen display. Maybe this is the reason why you are having electrical issues.

My A/C Control is OEM, its just the lighting both are the green display. And that wouldn't do anything for the issue.

I attempted to take a picture showing its a 99 Climate control but the pictures take out all the Green color and makes it look orange.
It is Green and OEM to my car.

It’s a ground issue. I’ve had it happen before and had to chase grounds. The reason it happens in drive only is because it changes the requirements of the systems needs. The car changes states when in drive.
