Yeah that is how it works over there. That thread is a seller feedback thread for the username carparthookup. SO if he is actually car part hookup then looks like a pretty good vouch.

Well thats really interesting, On that site it says,

"Businesses Review your dealings with commercial entities here. Remember: Fair and objective. Flaming, accusations, and complaints are not allowed. Zilvia is not a grievance forum."

According to this it leads me to think this is a vendor type sale

Please enlighten me if I am reading this wrong.

Yes there is a private sellers and a businesses/venders review section. You are not wrong.
