That is a battery disconnect. People put them on their cars when they don't drive them often. It is an easy way to disconnect your battery, so it doesn't die while you are storing your car.

It is a pretty simple device; the tongue slides into the slot.

However, if the slot has widened over the years, or you don't turn the **** hard enough, the slot might not pinch down on the tongue and get a good connection, thus causing your problem.

My guess is the problem lies in the connection to the tongue part you have in your hand.
