Default Changed my 2002 SC430 timing belt, it's not lining up as it should

I have installed a new water pump, new 1 & 2 idlers, new timing belt, lined up the timing marks, when I turned the crankshaft using the damper bolt slowly I noticed that the belt had released from the right cam position and as if it was coming down a stair case, I now realized that I had not installed the belt tensioner.
My fear is that I have now lost the position of the both cams in relation to the crankshaft or each other.
I decided to remove the belt, realign the timing marks, re install the timing belt, install the tensioner and as per the manual, do 2 rotations of the engine TDC to TDC the timing marks will line up. The timing marks do not align.

How can I ensure that both cams are in the correct place relative to the crank?
Do I remove the cylinder head covers to check the cams?

I have beaten myself up about this, help would be greatly appreciated.

I might be wrong but bring the crank around to TDC for the number 1 cylinder and the rotate the cams to align the timing marks. At that point you should be on and can install the belt.

I am sure that someone else will chime in.

Did you use the shop manual? The procedures within should direct you exactly what to do.
