03 sc430 - Jerky steering wheel

Hello. I own 03 Sc430. I have around 25k miles and i notice that the steering wheel get jerked around and wobbly on bumpy roads. I am trying to stay in the lane and sometimes irregular surfaced roads make the car steer all crazy.... make me look like im drunk or something.
I have never replaced the tires... the threads on it seems to have few thousand miles life left... so i just wanna juice it out.
Few things i found about this car while browsing.
1) The bushing Recall - does it apply to my car?
2) I think is it time to change my tires.. perhaps i am thining about changing the dinner platter rims... something in 19s.
I dont want to lower the car since my girl drives this car everyday. She just drives without thinking too much about avoiding scrapes or whatnot. SO lowering the car will most likely damage the car bumper.
I think it could be the run flats. Those tires are horrible. If i change rims and tires (to diff size), what offset do i need and for 19s, what rims size/ tires size, is recommended. I have looked around and mostly it is F8.5 and R9.5-10.5 in 19s... Will I have a big gap b/t the fender and the tires???
