Thank you! You guys should be regarded as a Natural treasure. I had a 3-button remote programmed to my sc today. As i left the VSC and VSC off light came and stayed on. WTF?The 'tech' stated that he's done hundreds of these cars(initially when we met he said he THINKS he might have done one of these before) and so it must have been something I did or it was already on before he got there. Really? ARGHH!!. I knew he didn't know too much about codes and so, having techstream at home, I just decided that i would be able to figure it out on my own. Well, this paperclip method was much easier.

I tried all of the suggestions on this forum on my 2005 SC to no avail.

Every time I have something repaired at the Toyota dealership, the lights come on. This works for me. The only difference is after step 5, the ignition is off and the jumper wire removed, I put the ignition in the on position without starting the engine; let it sit for about 15 to 30 seconds to allow everything to re-initialize - then I start the car and give it a test drive. I got this additional bit from a user on this forum. I can't find the original post or else I would link back to it. Meanwhile I keep a printed copy in the glovebox of my car
meanwhile I did purchase an OBD just to double check that nothing else is making the VSC/check engine lights come on. Happy Driving! (P.s. 2003 SC430, using the Te & CG terminals)

just jumper pins 4&14, key on, engine off for a few seconds
key off, remove jumper, start engine and off you go.
