Removing the allen bolt from the pie plate wheel cap?

Default Removing the allen bolt from the pie plate wheel cap?
I bought some 5 spoke wheel caps to replace the pie plate and now can not remove the allen bolts. They are obviously frozen, will PB blaster or WD-40 help?

wd40 should help, but i have seen cases here before where someone else also couldn't remove the bolts
