I'd like to be able to open/close the top in rush hour traffic. Our stop/go traffic in Washington, D.C. is second only to LA -- it's that awful. But our drivers have to be the rudest. Even in stop/go, if you don't move up immediately, you're gonna get honked at, flipped the bird, and people will cut into your lane to move up one car length.

I know some cars and raise/lower the top up to 20 mph, but I'd just like to do it at walking speeds (e.g. stop/go traffic). Is there a work around to override the SC430's safety stop if the vehicle moves?

no, probably under 5mph or so. anything faster and it will stop
