I guarantee wet sanding with 2000/2500 grit and a machine polish will get that out no problem but not for the faint hearted.
Wet sanding is really the last resort if you go that route practice on a scrap panel first.

Don't do the wet sanding yourself. You can turn a dime-sized scuff into a dollar-sized primer spot. At that point you will have no alternative but to repaint the panel.
If you are thinking of spending thousands on repainted panels, first spend a few hundred on the best detail job you can find locally.
The issue won't only be the paint but the clear coat. The final factory clear coat on these cars is fantastic. That's what makes these paint jobs look so great. Once you screw that up you're in royal trouble.
Let the pros do the detailing job. They deal with worse cases than yours every day. And no, I'm not in the detailing business. But I have seen great detail jobs done by real pros and it can be very impressive.

My personal opinion is don't paint it unless you have to -- even high end paint jobs don't look factory (IMHO). The non-removable panels will have clearcoat cutoff lines, etc. And, to get a close to factory look, panels have to be removed so that paint wraps around the panels so you don't see cutoff. I'd get a good detail with clay and cut polish and see if that satisfies you. Depends on your preferences for superficial perfections vs factory paint with a few flaws.

How much paint is required for it?
I was wondering how much paint is required to paint the Lexus SC430. I have a 2002 Lexus SC430 and it had been sitting in the sun for a long time. The paint and clear coat have worn down. I want to repaint it, and want to know how much to order

I think you should probably talk to your paint supplier about this. It will probably depend on how many coats you put on, whether you are going to scuff the paint or take it down to bare metal.

I am sure you probably know that you also need to buy reducer and just as much clearcoat as color coat. You also need to buy primer if you take it down to bare metal.
When I had my friend paint my cars in the past, they usually took a gallon on color and a gallon of clear. These were not top of the line paint jobs though. Also we only sanded the clear coat off and not the base coat, so it was a "scuff" job.
Popular mechanics says you need 3 gallons, but EASTWOOD paint supply (as seen on Sam Crac's youtube videos ) says you need only 1 gallon.

Sigh wanted to get a clear bra on my 08 but detailer brought it to my attention that the bumper has been repainted. It was never documented on Carfax, I will probably get it resprayed though. Detailer mentioned that they didn't do a great job spraying it, since the bumper has license plate holes. I will probably get it done right.
