I have this problem often. My mechanic suggested I go to You Tube and find a video to see how to reset. He said it is not difficult. With that encouragement, I searched and found this info. I am unable to post the link to the video, but the title caption is:

Re-calibrate reset the VSC TRAC on Lexus SC430

Following the replacement of the O2 sensors on my wife's Lexus SC430, the shop failed to reset the VSC TRAC lights. I was able to DIY the reset using a paper clip. First, make sure the vehicle is on a level surface and the front wheels are facing straight forward. With the keys NOT in the ignition set the paper clip to the jump the appropriate pins. Then insert the key and turn the ignition to ON but do not actually start the motor. The VSC lights will flash consistently, meaning the system is being reset. You only need to see the blinking for a few seconds. Now turn the ignition off and remove the keys. Next remove the paper clip thus disconnecting the jumper. Start the car and the lights should turn off.”

My Lexus dealer wanted $350-$400 to program the new TPMS to my car. I took it to a local Toyota dealer and they did it for $95 BIG DIFFERENCE.

Good Luck
In Georgia they just do an emissions inspection.
