my Headlights are going up/down rapidly? flickering?

Hello,
I was driving to work this early morning and I noticed
that both my headlights were going up/down rapidly
in small movements. It looked like they were flickering?
or going up and down rapidly?
my question is:
1: do I need to change both my headlight bulbs?
or
2. is the potentiometer on the rear driver side a-arm
have to be checked?

I double checked once more, and it turns out to be only ONE headlight bulb.
(passenger side)
It is not going up/down rapidly, but it is "flickering"!
is it a Loose connection?
or, bad bulb?

Swap the lamp to the other side? Does the flickering follow the lamp or still flickers on the same side.
If the flicker follows the lamp, then its the lamp. If it still flickers on the same side then it could be the ballast. I would be checking for a loose fuse etc before going and replacing the ballast.
