Check the diagram I posted last...the fuses and the locations are labeled. Page #2 of the diagram I posted in comment #13 above. Three on each side of the car in the passenger compartment.

i checked all fuses and they all are all good, so it makes me believe the damper servo needs to be replaced but i don't know how to get to it. do you have any instructions to how to get to the damper servo by any chance? thanks in advance

According to the FSM this is a huge job.
I strongly urge you to take it to a dealer and let them use the lexus scan tool and run the proprietary diagnostics BEFORE trying to tackle this one.
While there may be ways to shortcut this (like getting to sidemarker light without having to drop the bumper cover) I'm not aware of it and if you follow the recommendations in the FSM you'll be taking half of the car's interior apart, to get to the heating and air conditioner radiator assembly where the servo is located.

As one who's not reluctant to tear into nearly anything on his car I absolutely agree. Going by the book, the procedure to get to the air-mix servo is a real mess. Can't count how many times the word "REMOVE" is used... Let's hope your problem turns out to be something less intrusive.

Well, Bob i called the dealership and they are telling me that i have to pay $120 for diagnostics not to mention if it needs any parts and such it'll be an additional charge i am pretty convinced that it's a servo problem thus i rather take the whole thing apart myself and replace it since i am keeping my car anyways. So my question is this do you have instructions on how to get to the servo?
