Default Toyota Tire Pressure Sensor not interchangable?

So a buddy of mine has a Scion and took his stocks off...he had his tire pressure sensors sitting around and I needed one so he let me have one. I went home and checked the model/part # with my sc430 sensor (i had the stem on one break so I have been running with only 3) I was excited because it was the same part # and Pacific was the manufact. of both. They looked a little bit different but I attributed this to the fact that his sensor was off an 08-09 Scion and my sensors are from an 04 SC430.

Since Lexus charges the same price to program one sensor as 4 I took it to my local Toyota dealership and they assured me it would take about 10 min and it would only be 50 bucks. So I brought it in, the master tech comes out and says they cant do it he said the cars computer is picking up 3 sensors (my 3 original) and his toyota external sensor is reading the 1 toyota sensor so its not dead. However he can not program that toyota sensor into the Lexus computer??? They didnt charge me or anything just told me to buy a Lexus sensor and then they would be able to.

I dont think they are screwing me but is it possible they are using two different radio signals for lexus and toyota just to make it harder for a consumer to use these parts interchanbly??

there are four specific frequencies ...identified by one of four different colors on the sensor. Do you know which one you're missing?
