Bumpers are plastic on most cars these days and paint does not adhere as well to plastic as it does to metal. And its very common to repaint bumpers on a used Lexus to pretty them up before putting them on the used car lot. Repaint of th eplastic bumper sticks even worse than original if its not well prepped.

Welcome to the forum Becky and congratulations on your new acquisition.
I ran into the same thing after I bought mine with more and more paint coming off the front bumper for seemingly no reason but especially after a wash. When I was having a fender replaced after a Suburban backed into the car at the airport, I decided to bite the bullet and have the bumper replaced (it had other structural issues also) and repainted. Then I had a clear bra installed to protect it in the future. It has looked great ever since. But it will cost you over a grand to do it most likely, depending on where you have it done. Just repainting it should be quite a bit less though.
What part of Texas are you in? I can recommend a couple of shops in the DFW area if you are in this area.

Paint is thinnest around curves and on plastic so that's why you'll notice cars' bumpers and fenders have chipped/peeling paint. Roofs also chips/peeling because it's an area where people just don't wax as much as say the hood but it still gets lots of sun.
You rarely see side door panels have paint peeling because it's on a slant and the sun doesn't hit it head on as much.

Because they are made of different pigments and every color of paint can have a different lifespan. At the extreme ends white (longest lasting) will last about 10 times longer than silver (shortest lifespan).

Many people have more money than sense, thus they neglect their cars ! They even have enough money to hire people to detail their cars but just forget to do it! Shameful!
