I just bought an 03 sc430 which was supposed to have had lojack installed at one point years ago.. Does anyone know if this can be transferred to the new owner (me) and how one goes about doing this?

There is nothing to do...while I cannot speak of how it works in PA...But I suspect its the same. However, depending on where you live, the local LE agency may or may not have trackers installed in their cars. Since Lojack is a terrestrial system, using trackers installed in police car(s), and police helicopters the effectiveness of the system depends on how many are in the field.
In CA it works like this:
You report the car stolen to the police agency with jurisdictional responsibility.
They enter into the State and Nationwide SVS or stolen vehicle system.
In California Lojack has an interface with the SVS system scanning for VINs associated with there installs. If one is found, Lojack activates the hidden transmitter in the car. (It's probably the same in your state.)
IF a police car is NEARBY AND has a LoJack tracking device, the LOjack device displays a code.
That code is queried into the SVS system and the car description is returned.
The police then search/track down the car.
What you should do is verify with LoJack that your car has, in fact, a lojack device installed in it. If so, they, Lojack needs to update their records regarding you and your contact information as the new owner.
So LOJACK only works WHEN the Police enter your car into the SVS...AND when you have the VIN number, not the license plate number, to give to them.

My name is Jason, I work for the LoJack Corporation. I'd highly suggest having your VIN handy and giving us a call at 1-800-4-LOJACK to verify you do in fact have a LoJack device in your vehicle.
They should be able to also answer any other questions you may have. Thank you.

That's great guys. I'll do that! I may be out of the area which they cover but if I'm in a city I guess it would work. Doesn't look like there's a lot of coverage in Pa but I'll call. thanks again!
