Default Help with P-1651 error code and/or VSV

Hello everyone
My first post on this forum

I have a 2002 SC430. The engine management light has been on for a while and I was told it was the O2 sensor. I live in Dublin Ireland and the Lexus dealer quoted €800 (>$1000) for the part. Eventually I got the part number from them and managed to buy it from US. The sensor was fitted but the engine management light is still on. The mechanic said the error code is P-1651 and probably means that the VSV has to be replaced? Coincidentally, the VSC and VSC OFF light appeared on the dash after the car had it's NCT (Govt test in Ireland). He has quoted €200 ($260) for the valve and estimates that the valve replacement will take about 6 hours as he needs to access the manifold?
The valve itself may be a lot more expensive in Ireland but would it typically take 6 hours to replace it?
Would really appreciate any suggestions or comments. Thanks, Monica

Hi
The engine management light has been on in my car for a while and recently after I had an MOT, the VSC and VSC OFF lights came on. The mechanic told me the error is P1651 and that I need a new VSV valve. I've been quoted €200 for the VSV in Dublin plus 6 hours labour. Seems fairly horrendous to me. Is there anywhere in the UK that I could buy the valve. I saw on other threads that a vsv valve is in the region of £20 but possibly I'm getting things mixed up?

Would really appreciate any help.

Perhaps you should try to reset the VSC /VSC off lights first to see how it goes.

Thanks talwang. I've switched the VSC switch on/off a few times both with the engine running and switched off, but this has no impact. This morning the rear light warning light came on (my dash is almost like a Christmas tree!) and the engine management light went off after driving for about an hour, but came on again when I next started the car.
