AC power socket in the pasenger kick panel?

Default AC power socket in the pasenger kick panel?

I removed the passenger side kick panel to clean it up and dye it and noticed that there is an opening that looks like it was meant for an AC socket.

I can't find any reference to such a thing existing in the SC430. Is that what this is?

It looks like a place for a clip for something like a bracket.

I believe in the Japanese versions there was a fire extinguisher that would mount at that point. Seen a few with small shot NOS bottles there too.
