Front Bumper vs Front Under cover Holes

Hi guys,
I recently removed my front bumper on my 2007 sc430 in order to replace headlights and fog lights and am in the process of putting the bumper back on and had one question. There are several screws and holes in the front of the car underneath the front bumper where it also attaches to the front under cover. I was wondering if someone could check their car and let me know which holes sit lower to the ground, the bumper holes or the under cover holes?
I cant remember which part sat on which one.

The engine tray sits on the bumper cover. So the so the screw goes through the bumper then the engine tray, to the captive nut.
