You probably have a faulty spring retention. It will require a tear down of the seat belt assembly. It is a safety component, better let the experts do the repair.

Seatbelt assembly (driver’s side)
An inspection of the belt to look for twists in the strap which may be binding in the slot. If that’s not the case, then disassembly of the inside rear quarter panel will be necessary to get access to the belt retraction/retention’s assembly. Typically this is a replacement, not repair part. As Mandyfig mentioned this is a safety component and certainly not worth risking your passenger’s welfare.

In the bottom of the seat belt there is an assembly (coiled spring in a plastic case), mostly made by Tokai Rika. It is safety device. It controls the tension on the seat belt and the reaction to a crash. I used to supply the plastic case that house the coil spring and its components. These plastic cases are molded to very stringent dimensional specifications.

I have been in automotive a long long time. I have supplied high tolerance exotic plastic parts. From Stick Coils - Glass Filled Polystyrene (that's your coil on plug) to Fuel pump Reservoirs (POM Acetal) to Touch Buttons (PC-ABS) in the cockpit, to Painted and Laser etched ***** on your steering wheel and radio and dashboard, among other things. Most recently I supervised the launch of the Panoramic Sunroof for the the new BMW X3 (Code G02) as well as the new Acura RDX (Code TJB).
