Default 2003 SC430 P0037 and VSC OFF

Hi All...
Damn this site is hard to navigate.
I have a 2003 SC430 with 135K miles.
I've had it a couple months but my regular ride got totaled (while parked in front of my house) and I just started driving my SC430 as my main ride. DAY1...check engine light came on and VSC OFF light on.
DAY 2 ...BOTH those lights are off.
DAY 3,4,5,6,7....
Check Engine and VSC OFF lights on, and aren't going off.
I plugged a OBD2 reader in and got a fault code "P0037 HO2S Heater Control Circuit Low (Bank 1 Sensor 2)"
I've been trying to read through where these sensors are, but can't find what I need (only find GS diagrams).
I'm a newbie but I'm trying hard.
I'm very psyched about getting this car up to snuff and keeping it there. It had a great pedigree from the previous owner and the dealer, but it's been sitting. I think I put a small amount of Techroline in about a month ago to help keep it keep, and I'm thinking that may be part of the problem, and it may be temporary. The reader lets me reset the codes but obviously the fault lights come back on.
Am I dealing with 2 issues?
Anybody care to weigh in?
On a secondary note, I bought a new front bumper and plan to takeout the light washers. Anyone have any info on how to disconnect that system (without having the low fluid light, feel free to weigh in.

Welcome to the club. Folks at this site are knowledgeable, some one will help you. I’m not familiar with the codes, others might know. For the VCS OFF light, make sure the VCS button is not pushed. For your headlight washer, I think you just disconnect the hoses, and disconnect the power to the pump. There is no warning lights for this function.

Without doing the search myself, I think the code means your driver's side O2 sensor is bad. The one closest to the middle of the car.

Before you go out and replace the sensor, have you done any work on your exhaust system lately? If there is an air leak in your exhaust system, you will get Oxygen Sensor codes.
