Amazon:

https://www.amazon.com/Aidixun-Mini-VCI-Techstream-Firmware-V14-00-019/dp/B07NJ3WXT4/ref=sr_1_6?crid=1FUH7BI4NVLSJ&keywords=techstream+toyota&qid=1556947976&s=automotive&sprefix=techstream%2Cautomotive%2C240&sr=1-6 https://www.amazon.com/Aidixun-Mini-VCI-Techstream-Firmware-V14-00-019/dp/B07NJ3WXT4/ref=sr_1_6?crid=1FUH7BI4NVLSJ&keywords=techstream+toyota&qid=1556947976&s=automotive&sprefix=techstream%2Cautomotive%2C240&sr=1-6

This is the newest software ver 14.00.019 (stay off version 13.00.022, it has problem, crashing when accessing data list)
If your tech installs to Win 7, 32 bit, he should not have any problem. If he installs to Win 7, 8 or 10, 64 bit, he might have problem to connect to VIM (in that case, contact the seller, they will help).

Good luck

Do you know if I can use this Techstream system to shut off my defective Kanata airbag until I can schedule a replacement trip to the dealer? The closest one is over 2 hours away.

(I now have a use for a (Windows) laptop that requires its portability!)

How’s your Techstream installation? Did you run into any problem?
To answer your question regarding disabling the airbag, it’s no There is no function in Techstream to disable your Air-Bag that I know of. In some car, the passenger airbag can be disabled, unfortunately, not the case of the SC.

Knowing Toyota, these days, disabling a safety system, especially one at the level of the SRS, would not be allowed due to obvious liability issues.
