Can you tell us more? Does it always happen? Are there any noises when you turn? Is there power Steering Fluid in your reservoir? Any chance you had to replace your alternator recently?

With the info you gave, it is hard to diagnose. So I am gonna just *GUESS* it is this valve

Power steering pump failing…any air from fluid leak in power steering high pressure line hose will stiffen the steering for sure…check reservoir for any leaks on intake and out hoses…possibly the valve in the pump solenoid is hanging up…. guessing with info your giving

I replaced the leaking power steering pump.
the steering is stiff always, there is fluid, alternator is good.
had a 1996 LS(best car ever) over 20 years and the steering was soft as baby's butt.
likewise ES 300, RX 300.

Did u scan your car for Codes? When I had problem, I got a Toyota Code for a solenoid. Not the common, easy to reach solenoid, but the one that was buried much deeper and cost 5x more

Did you replace the OEM pump from Lexus or an aftermarket one? The OEM pump comes with a new solenoid and most aftermarket pumps don't include it. Also did you replace the air control valve too? If the air control valve that attached to the pump is not working then you will get stiff steering too. Also check the hoses that attached to the air control valve for any cracks.

can you tell us if the air control valve was replaced and confirm the vacuum lines are connected?
does the steering wheel effort change if you disconnect one of the ACV vacuum lines?

From what I understand, these are not vacuum tubes. They are air supply tubes. The valve is also called "Idle up valve". When the car is in idle and the RPM is low, if you turn the steering wheel, the power steering pump pressure will increase, thus forces the valve to open and air will flow from the air box will flow into into the intake through the tubes. Therefore, the idle speed will increase a few hundred RPM and that will increase the power for the pump.
