I would guess so. It looks like if you disconnected all the wire harnesses and unscrewed the little black screws, it just kind of snaps in place.
I have never tried it myself, so I can't tell you for sure, but I think it would be worth a shot.
I am sure there are more screws than I could see in your picture, so make sure you get them all undone.

The LCD is soldered to that board, yes. And you cannot remove the board without removing the LCD (and it is a pain in the butt!). If you want to attempt it, cut a long piece of solid copper wire (18-20ga would be perfect) as long as the row of pins. Set this wire along the row of pins and solder it to the last pin on either end of the row. Then use a high wattage iron to heat the entire copper strip until it melts the solder on all pins at once so you can pull the LCD off.
I assume that you are thinking that button is bad? Neither up nor down works at all (or is it already moved to one extreme and you can't move it the other way?) The rocker is actually two buttons so if they are both non-functional, it is probably unlikely to be just bad buttons.
If it is just the buttons, then most likely the carbon on the back side of that rubber pad has worn out. You can buy a conductive ink pen and reapply carbon to the bottom of the rubber. You might even get away with just using a graphite artists pencil. You can lift that rubber sheet without having to take off the LCD, too. While you are in there, take a hard eraser to the contacts on the board as well.

I would recommend giving that a try first since it is very easy to do. I would do this on the DUAL button as well just in case.
If that doesn't fix it, you have some bigger things going on. The signals from the buttons go through those flex cables. The actual microcontroller and temperature controller are on the board that fits in the tray.
My point is that you shouldn't have to mess with the board the LCD is attached to. It *could be* that, but it is the least likely cause.

If you get stuck, I would be willing to fix it for you. I am unfortunately not the fastest right now after moving and the new job (working almost 20 hours of overtime a week right now) which is why you guys haven't seen me around much in a while.
