Just bumping this up to see if OP ever resolved this. I have a similar issue with my fuel gauge where it is erratic. My shop thinks the sending units are bad. I've been meaning to find time to open up the tank. Does someone have part numbers for all the various replacement components? Just in case, I have a 98 GS300. Thanks.

Post #15 reflects where I left my situation. I replaced the fuel pump and fpr which seemed to take care of my issue running out of gas with a 1/4 tank on a road trip.
I have basically replaced everything but the sending units (floats). There is actually two of them, one on each side of the tank. Definitely is a DIY. I just got used to the gauge. When it is on 'E' that means EMPTY!!
My suggestion is to replace your sending units. Start with the one on the fuel pump housing. While your at it go ahead and replace both the fuel filters on the main pump. if that doesn't work replace the reserve sending unit.
Let us know what works when you've taken action. I'm still interested in finding an answer without spending anymore $$$ on it.

Did you ever replacing the floats? Also did replacing these parts stop your running out of gas problem permanently?
tiguy99; Did you ever replacing the floats? Also did replacing these parts stop your running out of gas problem permanently?
I change mine a few week a go. Take me like 30 min. total is not that complicated. Is very easy to do. The passenger side is one electric plug and 6 screws. Driver side, is 3 10mm nuts with electric plug and a yellow clip that you need to pull out to take out the gas hose. Them 8 screws 8mm and pulling out gently. The driver size float is attach to the base by 2 clips. If I can I take pictures tomorrow and post here and that way you can see it.
Also, maybe when gman44116 put the gas pump back, the gas line is on top of the float and that is the reason way the float or gauge no read correctly. That happen to me when I change the gas filter on the pump. Have to be careful when re install the pump back. Is very easy to miss that.

Sorry for the late replay to you.
Just remember how the back hose go before pull out complitly the fuel pump assy. Again, remember, be 100% sure when you take the pump out, look carefully as this black gasoline hose, if is on the top of the gage or below the gage. It is not so hard to do. Just, look closely at what you do and then re reverse the process. Take pictures to remember you if that helps you in the process. I'm here to help if you have more questions. Good luck and sorry again for the late replay to you.
This the passenger side. (The top) . Is oly 5 screew and one wire plug.
This how look bottom part. The part that go inside the tank. Passenger side. OEM Part # 83320-80362
Driver side Pump and the gage assy fuel. Look very well the picture because I have the plug basically put out already that's the way that you need to take it out. Both clips out and pulling down. That simple. Also, on the right side of the picture, you see a black plastic buttom, there is where the black hose go with a clip, pull the clip out and the fuel hole out and you get the fuel pump out like I have on the picture and change the gage assy fuel more easily.
The only that you need to pulling out is the 2 clips on top and one on the center of the full pump assembling and pulling down and put the new one in. That all you need to do.
I forget to mention to you, when you to this, do it with 1/2 tank o less, because if you do this with your tank full or 3/4 full when you take the fuel pump assy out, the gasoline coming out like one full gallon. So, is better to do with half or less gas on the tank.
If the vehicle runs out of gas, any code would be a secondary effect and not to be trusted. On the other hand, if with a gas tank anywhere from 1/2 to full the code pops up, then I'd take it seriously.
