I'm not sure if the one on the sc430 has a filter screen in the solenoid. If it does, the solution could be as simple as cleaning that screen. I was looking to see if I could find that information, but couldn't seem to come up with an answer. Maybe bgw can look in the manual and see if it does.
I changed the solenoid in my power steering because I thought it was leaking. I did not reset the codes. This goes along with the second half of the link you set. It is weird because it is an active code.
Even after the change, I still have the problem. The car is harder to turn when I am going less than a mile an hour.
I guess I have to get under it and see if the harness came loose.

look very closely for broken vacuum lines or disconnected connectors...it got me after I did the timing belt. Loose connector and no PS at low speed.

when you changed it, was there a screen in the housing behind it? I know the ls430, sc400 are that way . if you had decreased flow from a plugged screen, would it cause the fault? Hopefully from the diagnostic sheet from bgw, and maybe what little information I know . You can get this figured out.

I changed the hoses when I changed the rest of the vacuum lines. I recall having a little problem getting in the tight space. Maybe I didn't connect them as well as I thought.
Well, things have gotten worse. Yesterday I started hearing a screeching, metal on metal sound when I turn the wheel all the way. It happens if I turn it left or right. It is also harder to turn the wheel when I am stopped, though it is not as hard as a car without power steering.
The power steering fluid is at the proper level.
The Vacuum lines are properly attached
The solenoid does not appear to be leaking
