EV Range in the Plugin
When I first got the vehicle and charged it, my EV Range was 37 Miles.. now it's up to 45 Miles. Does the HV Battery have a break-in period and improve after 40-50 charges?

It also depends on the country too. Some country ratings are even higher.

Why isn’t the range higher?
I mean why isn’t it 75 miles at the minimum? Is this another thing that Lexus holds back on so they can increase the range on future upgrades to keep you buying every 3-4 yrs. Or is 37 miles of all electric range the most they could get at this moment in time? I’m asking because I seriously have no idea but 37 miles seems like a low # for the 450h+.

When you first get the vehicle the range is estimated based on some static kWh/mile number. After you start driving it the range is estimated by kWh/mile of your driving habits.
Drive around in EV mode with the heat on max and flooring the accelerator at every stop and you will see the estimated range go down despite the battery capacity remaining the same.

I got my 2024 450h+ last May 2023 and here is my data so far for EV range:
Initially it has 60kms of EV range and gradually it learns our habit of how we drive and slowly increases the range.
May to November average of 94km/58miles.
December until now: 85km/53miles
It really depends how you drive it and how often you use the AC/heat. I always use HV on the highway and anything higher than 80 kms/hr.
If your garage is insulated/heated might play a role during charging as well.

Under ideal conditions I've managed to get my estimated EV range up to 102km. I've also seen as low as 60km in winter. I've learned to drive my 450 in a fairly efficient manner.

It's mostly been city driving, less than 70km/h. The average would probably be around 50km/h.
Whenever I drive at 80km/h or greater I always switch to hybrid mode.
Speed is definitely a factor, but I don't think it's so much about the speed as it is about how you drive the car and how much aircon you use, and what the ambient temperature is
Key points:
* Accelerate soft and smooth, don't use maximum power
* Keep distance from cars in front of you so you can maintain an even speed without slowing down and speeding up with them
* Approaching traffic lights, stopped traffic, stop sign, giveway sign, corner, roundabout, etc, back off early. Don't go belting up and jam on the brakes
* Brake early, slowly and smoothly
* If you don't need the A/C on, turn it off, but leave fresh air open and tilt the sunroof if you have one. You'll get nice airflow through the car when its moving forward

I do 100% of your list when I drive my Prius Prime
In the summer I am getting around 94-96kms max but with your list, pretty sure 100+ is doable
