I-285 S is horrible during the rush home after work. I am thankful to be a remote employee where I work, so I am only making that commute maybe one or two times a month.
But for context, it takes me about 45-50 minutes to get to the office, but consistently over an hour to get home. It took me as long as an hour and thirty-seven minutes on my worst trip.

Driving I95 thru Jacksonville can be pure hell
When I drive north for holiday, I time the drive so I never hit it at rush hour.

It's oddly granular, though. 3 different "hot spots" on I-95 in Stamford, CT alone. Seems like just saying "Stamford, CT" would be better. How is the George Washington Bridge section of I-95 not on this list?

At one time, the stretch of I-95 between D.C. and Fredericksburg, VA was considered the single busiest stretch in the country. Perhaps that's not the case any more.

Can't state this as a fact, but my best guess is that the whole NYC area has so many bridges and tunnels that each one of them has enough relievers to take some of the load off.

"So many bridges and tunnels", sure. But not as a convenient "shortcut" to the GWB. You're either going many miles out of your way (ie, or Mario Cuomo Bridge, formerly Tapan Zee), or you're having to cut thru Manhattan or Staten Island/Bkln/Queens.

The BQE (278) is perpetual gridlock. Not sure how it missed the cut.
I read there's a petition to call it the Tappan Zee again.
