2007 RX350 Telescopic Steering Function Not Working, Tilt Does

Hey team,
I just bought a 2007 RX350 and just started noticing a prolonged buzzing when I turn the car off. I realised it's the telescopic feature trying to retract the steering wheel back in when the car shuts off. What's strange is this buzzing doesn't happen when I turn the car on and the steering wheel doesn't come out. The manual controls for the tilt up and down works fine, but there's a buzzing when I try and move it in and out manually.
I took the plastic around the steering wheel off and can't see anything obvious. The two bolts for the telescopic bracket are in place and I don't see it trying to spin when I try the manual controls. Perhaps the motors dead and just buzzing instead of spinning?
Has anyone come across this before and fixed it?
