Crusty bumper fix?

Paint flaking off here.
Fix is sand it down, fill where necessary, base [prime] coat, paint [pigment], clear coat.
Or
Try to locate a replacement bumper from salvage yard [most economical] or simply purchase a new [oem or aftermarket bumper skin and prime, paint, clear coat.
Body shops do this all the time. Specialty shops have popped up in the marker under the name of "bumper repair". Check them out.

PS: You may have to get the color code for your bumper. Repair facility should be able to pull it out of the Vin number. Just be aware that for some first gen, the body color can be different from the bumper/cladding.
