Cost of water pump replacement
I'm trying to help out my mom who doesn't speak English too well with her 08 IS250 repairs. Her local mechanic quoted her $2000+ for replacing the water pump, drive belt tensioner, idler pulley, and drive belt. Since I don't own a car and don't live in the same area as her (she lives in the South Bay Area and I'm out on the East Coast)I wanted to know if this is a fair price.

Absolutely not, they are straight up milking that quoted labor time in the book. The tensioner and pulley do not need to be replaced unless there is a problem with them. The belt is a fair thing to do at the same time since that is probably one of the more neglected service items on cars, but also shouldn't be paying labor to replace it since it has to come off anyways for the water pump to be replaced. At most, the belt itself should be $50. The actual water pump that Lexus uses, Aisin, is $97 on Amazon. Add on a $50 belt. Then a jug or two of coolant should be $50. These things are so easy to change on this car that it should take even a rookie mechanic not more than 2 hours to reinstall and bleed the system. I certainly wouldn't pay more than $800 for this job, and even that is a bit steep.

Yes that is a ton and maybe there is a "california tax". I agree with Zmon she's being taken for a ride.
