If your not getting any power to the USB ports. You might want to look at cleaning them.
All of the Lexus vehicles I’ve owed. I’ve had to clean them periodically. Some compressed air and electrical cleaner. Then clean with a small brush.

Maybe it is just me, but I have a hard time deciphering the fuse box lids for what is what. I removed mine to tap for a dash cam and took a look at it yesterday and have no idea what half of the slots are for.....I tried to figure out answer for OP.
Somewhat surprised that the fuse box slot assignments are not just posted (in an easy to understand way) in the owners manual. Most other cars or at least the one's that I have owned have had this. Google search turns up almost nothing. I may take a look on TIS next time I go on to see if it is in there.

thanks but I install one last year....found a thread with the exact same camera/car so the work was easy.

You might want to check the 2 power outlet fuses because the usb port circuit may be sharing the same. There is one in the interior fuse box labeled "P/OUTLET No.1" 15 amps and there is one in the box under the hood labeled "P/OUTLET" 15 amps. Check the one in the engine fuse box first because it is easier to get to. It is not unusual for one fuse to be protecting more than one circuit.

Earlier I suggested that the fuse for the USB ports might be using the power outlet fuse but this turned out to be incorrect. In fact, the USB connectors for my 2017 RX are using a fuse labeled AM2 rated at 7.5 amp. It is located in the interior box under the dash on the drivers side. Look at the picture on post #8 and it will be the 5th fuse down on the right hand column. This fuse will likely be protecting other low current circuits as well.
