60 seconds is too long!!!
I reply to PMs faster than that and am always waiting/timing when I can reply to the next one. 20 seconds is long enough if the goal is to prevent spamming.

I've ratcheted it down to 30 seconds. The goal isn't to reduce spamming, its for flood control
