The simple answer is 1) Administrator access and 2) I miscounted and didn't realize there was 1 character over set limit and the system didn't alert to the issue because it's related to #1.
I've changed it back to comply with the guidelines, sorry Mach Tuck. It looks like you initially tried to register that complete username in 2010, which resulted in the system dropping the final character, and then Dave gave Mach Tuck username as an alternative.
