Yea, you do need a key-card for the top floor.
It's on the southwest edge of downtown..so if you face east, you'l get the shiny Chevron towers.
Face west & you get nice view from downtown all the way to the buildings in the Galleria.

There has been some talks about setting something up but since there has been no movement, I'll maybe try and take the lead on arranging this with my friend Krish (fully bolted ISF).

Houston meet
I own a retail store in the Magnolia / Tomball / The Woodlands area, and have an event hall and several acres of grass land behind the store - all which can be used for a weekend meet. It's a ride out here but it can accommodate a large # of vehicles & people, and costs nothing. ;-)
