Default Beeping noise with abs vsc lights on

My wife started our 2002 gs300 this morning to be met with a loud beeping noise, the pedal goes to the floor with practically no stopping ability. With the research I have done it seems like a master cylinder abs module issue. My question is should I try replacing the brake pads or something else that may trigger this, before paying for an expensive tow and costly master cylinder replacement. ( I did check all associated fuses with the abs system) the two on the drivers side kick panel unless I am missing another one somewhere. Thank you to anybody who takes the time to try and advise me.

Replacing the brake pads will not help with this. Based on the symptoms is most likely is the master cylinder unit, a common issue on these cars.
