Cool Is changing Brakes required?

Went into shop for car starting issues but they came out with a report of needing all 4 breaks replaced. Was at firestone about 6 months ago and they said that all brakes were fine.

How urgent are all of the breaks needing to be replaced?

The pictures you posted do show evidence of seizing calipers. That is something you need to address very soon because it means your brakes currently are faulty. Casual driving the car will be ok but in an emergency situation I can guarantee you the brakes won't be effective and the ABS won't work like its supposed to.

At the very least, each caliper needs to be cleaned of corrosion and the slide pins greased. If that does not fix it, you need 3 new/reman calipers + pads, and likely rotors

IMO that is indeed “urgent.” @1997Soarer gave excellent advice above. I’d want to take those apart immediately, check the pads are retracting correctly, replace the discs, and seriously clean and lube the slide pins and bores, bleed the lines. That’s the minimum to get them to safe operation, presuming the calipers are ok and the pistons not sticking internally.

If the discs are thick, you may be able to have them turned depending upon their age and pitting. That can save a lot of money if you have a shop that does that. My local O’Reillys still does and at a very fair price.
