Default Rear alignment/camber bolts seized

I think this has come up before, but most comments were from people outside the east coast, laughing at how our cars get salt/rusty!

I learned about a year ago that my rear suspension alignment bolts were seized. I believe my alignment #'s were slightly off (red arrows) but I can't find anyone willing to work on this, as they say other components (parking brake, etc) might require replacement if the bolts snap when they try to remove.
Anyone got suggestions...I don't have a lift. There is moderate rust on undercarraige elsewhere, so this may be a money pit. Still love the car, but it may be time to leave this to someone else's YouTube project or something. BONUS: if you know of a competent shop in the northeast, pls. link or p.m.
