I'm not saying they won't be a great improvement, and EXCELLENT for the money, but the MKIV's are bigger...and when it comes to brakes bigger typically means better.
For what it;s worth this is the route I would personally go...MKIV components are too damned expensive for what you get.

That's a hot color dennis. Youcan't judge braking power based on rotor size alone, you have to factor in caliper/rotor contact area and braking pressure. With that in mind, I can't say how much bettter the Supra calipers are compared to the LS400 calipers.

What I want to know is, will these fit under a wheel that will not accomodate the Supra TT brakes, but has a bigger area then stock calipers? How could I find out if they would fit on my car?

The LS400 calipers are a 4-pot monoblock design. In fact, these are a much more modern design than the Supra TT calipers. The LS400 calipers are also much lighter than the Supra TT calipers.
Performancewise, these LS400 4-pot calipers were once used as the premium TRD big brake kit (before 2000), while the Supra were/are sold as the standard TRD big brake kit.
The only thing is that I always believed that these calipers needed to be modified in order to fit on the GS (and thus the SC or Supra). ... I really hope I am wrong.

I have owned both a 96 LS400 (same as 95-97) and my 99 LS400. The brakes are supposed to be 12.4" diameter rotors. The Supra is 323mm or 12.72 inches. This is marginal. Type and construction are nearly identical. http://www.mkiv.com/specifications/ncf/ncf93/ncf164.jpg If properly installed and bias set any performance difference should be un measureable.
I actually suggested this a couple years ago.
The brake design on the LS went to this brake design in 95. The LS430 actually has the same type but uses a monoblock caliper. Earlier LS and Supra calipers are bolt together. I actually had one replaced on my 96 (under warranty) due to the 2 halves getting loose. Rare problem that I actually had to take a Lexus tech for a test ride to demonstrate.
