Default Streering rack bad?

With the engine off I can easily turn my steering wheel 90 deg (from 12 to 9 o' clock) to the left. I can see the steering shaft turning right into the rack. The wheels remain pointed straight ahead. can bushings be tha bad to allow a quarter turn in on direction only? Or is it the rack.
