It's an expense AND a task that he doesn't need. His lining is simply hanging down, rolling/pulling fenders has NOTHING to do with his issue.

Chinx, don't trash that fender liner, and be wary of anyone telling you to remove and discard things from your car. It was engineered and placed there for a reason, protection. Agreed! Without the fender liner you will expose wiring harnesses for the airbag and other associated electronics. With the liner gone, if you bottom out, you'll rip that wiring right out!!! There's quite a few posts about this. Including one by no2faber. He and I had to stop more than once on the way home from TLW's BBQ to reattach his liner when it was falling. His became loose after bottoming out as well.
