Tire Rubbing inside fender?

Well I dont think that its physically rubbing the fender, but more like the the plastic lining inside the wheel well. Does anyone have a remedy for this? It looks like a bolt and washer came off and the lining in dragging onto the tire.

If you feel the inside of the fender well, right where the body folds under, you'll feel a lip. When rolling fenders, that lip is bent up to allow greater clearance for wider tires and aggressive offsets on wheels.

Lol.....Maybe it's just me but why do you all assume he's referring to the REAR wheel well? Everyone is telling him to roll his fenders but to me...and this may be a longshot, it sounds like it's his front wheel that has eaten through the fender lining, not the rears. I say this because he said "fender lining" and not "fender trim"
Read his first post again, especially the part about a washer or bolt...
Chinx, where are you? Is it the fronts or the rears that you're having an issue with?

I've had this happen to the front of my car, it ate through it. Just get some zip ties and tie it back as far as you can if you still want the protection, thats what I did. Its better than leaving it open because that looks weird, nomatter how eaten through it is.
