HELP! Steering is rough. Powersteering pump or rack?

Default HELP! Steering is rough. Powersteering pump or rack?

While I was driving on the highway my "check engine light" and "trac off" light came on. My powersteering went out as well. I'm not sure if they are related.

I tried to diagnose the CEL with a scanner, but it wouldn't work. We reset the ecu and the lights went away, but there's still no powersteering.

The reservoir is full. There are no visible leaks. We loosened the lines from the pump to the rack, and there seems to be fluid moving through there.

Right now I'm thinking it's the rack, but I am no expert.
What other problems could it be? How would I make sure it's not the powersteering, or if it really is the rack?

Any help would be greatly appreciatted ,
