Default resurfacing vs. new brakes

I've been noticing that ever since I bought my car, the car would make noises when braking or at low speed. I get this "yum yum yum yum" (:P sorry I can't find better wordings) noise.

So a few days ago, I rotated my tires and I noticed that when I spun the passenger side tire, you can feel resistance. Like you can tell there's slight friction and it's not as "free" as it should. I thought maybe its just the design so I went to the driver side and spun that wheel. I too noticed the same problem, except you feel the friction at a certain rotation. I've come to the conclusion that my pads are touching the rotors.

Now the question is, do I get completely new brakes, or can I have the disk resurfaced. I know changing the brakes is the way to go, but I just spent a grip on school books so it's not like i can go out and fork over the money on some BBK

Or maybe I can just buy new pads and have the rotors resurfaced?

Anyone who had this problem before, feel free to chime in.

btw, I think this is also why i'm getting a poor 13mpg in the city, then again, i do lots of stop and go.
