Default Really tight steering (not the good kind)

So I test drove a 95 sc300 with 129k miles today (well like 2 or 3 of them) but this one stood out because the steering was really tight and stiff. I was like oh great, pwr steering problems, but the owner said that they had a mechanic look at it and the pwr steering is ok, no leaks or anything. The owner doesnt seem to know much about some of the major maintenence issues (which worries the **** outta me) but if the power steering pump is infact working correctly then what else could be causing this?

ps. I searched, but didnt really find an answer...if its obvious and i missed it on the search page I promise to use one of the doh smilies

Low front tire pressure, i see it all the time in my shop, customers complain about power steering issues and they only have 15 psi in their front tires. Thats the easy explanation, the car very well may have an issue with the power steering pump or rack and the seller might be just saying the mechanic gave it the ok.
