Need Help - Feels Like Broken Wagon Wheel

I thought this problem involved my 19" Moda R6 wheels/tires. Felt like the tire broke a belt inside it or the wheel was warped. It sounds like a steam locomotive (don't laugh, but is makes a chachachachacha noise) and at times felt like I was dribbling my right front wheel down the highway. I also thought it was the right side because when I cornered and all the weight was leaned on the drivers side, the noise subsided and it felt smooth again. However, as soon as I came back straight, the noise and feel would return.
With that said, I put back on the IS300 wheels that were on the car previously. I know these wheels and tires are good and now same thing. It is a little smoother, but I am sure that is the difference between 45 series tires on the 17's and 35/30's on the 19's. I searched and thought it may be bad wheel bearings, but all the posts mentioned grinding noises which I do not have. Could it be in the drivetrain, but why would it go away when weight is shifted on the drivers side?
