There is no TSIB for US Lexus. That TSIB is for Canada only at this point in time.
$400 is a lot for $60 pads and a resurface that's entirely unnecessary. I never resurface unless I change pad compound. It only shortens the rotor's service life. However, I would ask that the rotor thickness be documented to be sure it isn't on the edge of the service limit.
If they do surface them, they should be centerless ground, not turned. They came ground from the factory not turned, and the grinding process is IMHO a far superior method.
